Planning Board Meeting
August 8, 2016
Present: Bob Salmon, Joyce Newkirk, Scott Pellman, Andy Jones, Bob Lake, Doug Brown, Mr. & Mrs. D. Lee, Mr. & Mrs. Collins, Mr. J. Hunt, Mrs. Doss
Chairman Salmon called the meeting to order at 7:00 p.m.
Lee – 703 Tuscarora Road/701 Tuscarora Road
Mr. & Mrs. Donald Lee appeared before the Board this evening to discuss a request to combine the two properties they currently own at 701 and 703 Tuscarora Road into one parcel. The Lee’s own both parcels of land. There are currently single family houses on both properties. The Lee’s currently reside a 703 Tuscarora Road and the house at 701 is currently vacant. The house at 701 is approximately 600 sq. feet and is too small to rent per the Lee’s. They would like to convert the existing house at 701 into a garage. They would relocate the existing driveway (on Webber Drive) to align with the house. This is a future idea for the property if the amendment to the property is approved. The Board members reviewed the mapping that the Lee’s had provided. Upon the motion made by Andy Jones, seconded by Joyce Newkirk, the Planning Board approves the combining of the two lots at 701 and 703 Tuscarora Road into one lot. The owner will need to provide a mylar and six copies so that the boundary modification can be filed with the County and other interested agencies. Once the mylar and copies are provide Chairman Salmon is approved to sign the paperwork. All members present voting in favor.
Jeff Hunt – Chittenango Lumber
Jeff Hunt asked the status of his proposed project at Chittenango Lumber. The Board advised that the SEQR information was sent out on July 19. Those agencies have 30-days to respond to the information. The Board understands the timely review of the project with the short building season and agreed to schedule a special meeting on Monday, August 22 at 7 p.m. to review the site plan for Chittenango Lumber to give the notified Agencies an opportunity to respond. Mr. Hunt thanked the Board.
Proposed Local Law D-2016 – Addition of Senior Housing language in Code
The Board members reviewed the proposed Local Law before the Village Board for the inclusion of Senior Housing information in the Village Code. The public hearing for the proposed Local Law is set for Tuesday, August 23, 2016 at 7 p.m. The Village Board is looking for any input the Planning Board might have on the proposed Law. The Board suggested that additional language be added to Section 5 of the proposed law to include handicapped accessible living standard housing consideration as part of the review process. The Board requested that the Secretary send this information to the Village Attorney and to Atty. Baum as well.
The Board reviewed the information that was recently sent to the Village from CNY Regional Planning & Development Board relative to a model solar energy zoning ordinance. The Board members reviewed the information in the draft. Doug Brown mentioned to the Board that the Town of Sullivan is currently reviewing legislation for solar energy; he suggested that perhaps the Village should wait to see what they come up with, rather than re-invent regulations. Our Board could compare the language in their Code and what the CNYRPDB sent. The Board spoke of a concern on ground mounted installations.
The tattoo legislation will be reviewed in September.
The Board members reviewed the minutes from July 11, 2016. Upon the motion made by Bob Lake, seconded by Scott Pellman, minutes of July 11, 2016 approved as written. All members present voting in favor.
Next meeting will be September 12, 2016, with a special meeting to be held on August 22, 2016 for review of Chittenango Lumber site plan.
With no further business and upon the motion made by Joyce Newkirk, seconded by Bob Lake, meeting adjourned at 8:40 p.m.
