Planning Board Meeting
February 8, 2016
Present: Bob Salmon, Scott Pellman, Joyce Newkirk, Andy Jones, Bob Lake, Doug Brown, Joshua Bordell, Paul Adams, resident, Mrs. Doss
Chairman Salmon called the meeting to order at 7 p.m.
Joshua Bordell – Tattoo Parlor
Joshua Bordell appeared before the Board this evening to discuss his request to set up a tattoo shop in the Village of Chittenango. He stated he is a disabled veteran and can’t work, but can operate his own business. He would like to set up a private studio, there would be no body piercing. According to Federal regulations an individual must be 18 years old to receive a tattoo. Mr. Bordell explained he is trained in blood borne pathogens. There is no permit or regulation from the Department of Health. He stated that he did have a shop in Bridgeport, but closed it due to the lack of traffic to the shop. He said that the Town of Sullivan only seemed to be concerned about signage for the facility. He said his facility would be mainly by appointment, but there could be walk-ins. It would be a one-man operation. He stated that Chittenango is his hometown and he would like to work in the community that he lives in. His main work will be tattooing, but he mentioned that he might look into selling t-shirts and body jewelry. He has looked at some locations along Genesee Street that would be within his budget. Tattoo shops are allowed in special business and light industrial zones with a special use permit. Other zones it is not allowed. The areas Mr. Bordell is looking at do not appear to be zones that would allow the use. The Board wants to discuss the questions with the Attorney as there are many questions that need answers. The Board advised Mr. Bordell that they will be contacting the Attorney for the Board, who is out of town during February. He will be back in town in March. Mr. Bordell asked what does he have to do. The Board said first they want to discuss the request with the Attorney. Mr. Bordell will come to the next meeting for further discussion. He said he was not in big hurry, but would like to make the move closer to home. The Board asked the Clerk to check with neighboring communities on processes and procedures relating to tattoo shops.
The next meeting will be March 7 at 7 p.m. due to a conflict on March 14. Bob Salmon asked that Attorney Baum be asked to be in attendance.
The Board discussed with Mr. Adams information about the Apartment plan. The Village Engineer has not had opportunity to review the revised site plan for drainage. He advised that it will take him a few days and then he will send to Mr. Adams engineer. This process could take about two-weeks depending on how quickly the two engineers can work together on the review. The Board also mentioned that once the project was underway, signage would also need to be reviewed. Chairman Salmon advised Mr. Adams that as soon as the Village is notified of the final engineering review, we will be in touch with him.
Upon the motion made by Scott Pellman, seconded by Joyce Newkirk, minutes of January 11, 2016 approved as written. All members present voting in favor.
With no further business, upon the motion made by Joyce Newkirk, seconded by Bob Lake, meeting adjourned at 8:25 p.m. All members present voting in favor.
