Planning Board Meeting
May 9, 2016

Chairman Salmon called the Board meeting to order at 7 p.m.
317 Genesee Street – variance review
The Board received a letter from the Zoning Board of Appeals requesting that the Board review and make a recommendation on an area variance request for 317 Genesee Street for parking. Property owners are Clark Owens Properties LLC. The applicants are seeking relief from the Code for reduction in the required number of parking spaces. The applicants are proposing to convert a three unit structure into a four unit structure at 317 Genesee which would require, per the Code, eight parking spaces (two for each unit). The applicant shows approximately five parking spaces. The Board expressed concern for snow removal and storage and that the property is currently in violation with the parking. This violation will be exacerbated with the additional requirement for two more parking spaces. The Board discussed the application. The Board recommends to the Zoning Board of Appeals that the area variance application not be approved. Secretary instructed to send a letter to the Zoning Board of Appeals for the hearing that will be held tomorrow evening.
Wroblewski – Property Boundary Change
No additional information provided this evening. A letter was sent to Mr. Wroblewski after the last meeting, nothing has been received.
Paul Adams – Adams Apartments
The Board reviewed the correspondence received from C & S Engineers and Ed Reid Engineering in regard to their review of the Adams Apartment site. There were a number of issues that have been addressed after several meetings between the two engineers. C & S Engineers has not issued a final report on the drainage, but one is expected this week. The Board commented that they will hold a special meeting to review the final C & S report; they are not trying to hold up the applicant in any way.
275 Genesee Street
Purchasers of the property at 275 Genesee Street will be attending the next Planning meeting to discuss their upgrade plans for the property.
Solar Energy, Tattooing Codes
The Board talked about updating the Village Code to include more language on solar energy and tattooing. They have a few samples of information that was reviewed. The Secretary will check with the Code publishers to see if they have language available from other communities that address these topics. The Board thought these topics would be important to have included in the Code. The Secretary was asked to send a letter to the Village Board asking if the Village Board was interested in the Planning Board looking into establishing Codes relating to solar energy and tattooing.
The Board members reviewed the minutes of April 11, 2016. Upon the motion made by Andy Jones, seconded by Joyce Newkirk, minutes of April 11, 2016 approved as written. All members present voting in favor.
The next meeting will be June 13, 2016.
With no further business, meeting adjourned at 8:12 p.m. upon the motion made by Scott Pellman, seconded by Bob Lake. All members present voting in favor.
