Zoning Board of Appeals minutes

April 11, 2017


Present:  Dan Welker, John Ceresoli, Gene Dayton, Brian O’Connor, Paul Adams, Terry Mann, Jim House, Pam VanDeusen, Mike Regan


Chairman Welker called the public hearing to order at 7 p.m.


Chittenango Fire Company – LED Sign – Special Use Permit request for amendment

Chairman Welker called the public hearing to order for the Chittenango Fire Company-amending their special permit.  Terry Mann from the Fire Company explained that they would like to expand the use of their LED sign to include more graphics and colors for the display.  They would use the sign for public service announcements.  They would like to show “animated” graphics (like a flag waving in the breeze) for backgrounds for sign messages.  The sign has the capability and software to do these extra features. With the added colors and graphics, they believe that there will be better visual impact of their messages.    An example was the flag waving in the background for the 9/11 message, or for smoke detector messages.  They would like the ability to use the features on the LED sign to promote community public service announcements.  With no additional questions or comments from the Board or the audience the public hearing was closed at 7:05 p.m.


Chairman Welker called the regular meeting to order at 7:05 p.m.



The Board members reviewed the minutes of February 14, 2017.  Upon the motion made by John Ceresoli, seconded by Brian O’Connor, minutes of February 14, approved as written.  All members present voting in favor.


Fire Company LED sign

The Board members discussed the information presented this evening for request to amend the special use permit for the LED sign by the Chittenango Fire Company.   Upon the motion made by Brian O’Connor, seconded by Gene Dayton, the Board approves an amendment to the special use permit for the Chittenango Fire Company for the LED sign to include multiple color letters/backgrounds, graphic backgrounds with messages changing no faster than the five seconds required in the Village Code to promote public service announcements.

Motion carried.

Secretary instructed to send a letter to the Chittenango Fire Company with notification. 




Mike Regan – 204 Diane Circle

Mr. Regan appeared before the Board this evening to ask about a garage he would like to build on his property.  He is located at the end of a cul-de-sac and he was asking about the garage height and setback requirements.  He is proposing to build the garage to the left of the house.  The Board reviewed the Code and the process with Mr. Regan.


The Secretary advised that at the Annual Organizational meeting it was discussed to change the meeting night for the Board from the 2nd Tuesday to the 3rd Monday.  The Board agreed that this change will work with their schedules. 


With no further business, meeting adjourned at 7:35 p.m.
