Zoning Board of Appeals

Chairman Welker called the Board meeting to order at 7 p.m.
The Board members reviewed the minutes of December 13, 2016. Upon the motion made by John Ceresoli, seconded by Brian O’Connor, minutes of December 13, 2016 approved as written. All members present voting in favor.
Chittenango Fire Company
Terry Mann from the Chittenango Fire Company appeared before the Board this evening to discuss the possibility of allowing the Company to use their current LED sign with more still or animated background graphics and moving lettering. These graphics would be used for special occasions, for example Flag Day, holidays, or 9/11. Mr. Mann showed some examples. Their sign has many digital capabilities and they would like to use those features. The way the current Village Code is written it does not allow for the graphic backgrounds and the moving/coloring changing text. The group spoke of the public service aspect of their sign, and they would also like to include weather warnings, amber or silver alerts as well. The size wouldn’t change and the same color intensity would stay in place. They are not looking to have the sign flash. The Board did grant a special use permit to the Fire Company on May 12, 2015 allowing for single color letters and single color backgrounds with the message not changing any faster than every five seconds. The message changing time would stay the same, the request is for the ability to use graphics and changing letter colors on the messages. Mr. Mann said this wouldn’t be for all messages, just special occasions. The Board discussed setting a public hearing for March 14, 2017 at 7 p.m. and also to send the information to the County for their review and recommendation. The request from the Fire Company is to amend the existing special permit granted in May 2015. Mr. Mann stated he would put the Fire Company request information together and present it to the Code Officer.
The Board was not looking for anything extra or specific, but would like to have availability to the laptop computer to put information on the screen for the public hearings. They would like the training money left the same as well.
