Planning Board Meeting
November 1, 2017

Chairman Salmon called the meeting to order at 7 p.m.
Rick Bartlett – Burger King – Lighting Plan
The Board members reviewed the lighting plan provided for the Burger King site renovations prepared by Topaz Company 10/10 and 10/30/2017. The Board members also reviewed the review letter from Barton & Loguidice dated 10/26/17 in regard to the review of the site plan and lighting plan. Mr. White briefly reviewed the B&L letter with the Board.
“1. The applicant is proposing to reuse the existing light poles and mount new LED fixtures on the existing poles. We note that the location of the existing poles may not be ideal from the perspective of providing uniform lighting across the project site. The photometric plan submitted indicates that the new light fixtures will cast very bright light in the vicinity of fixture with much lower lighting levels as distance is increased from the fixture. This will result in potential for shadows and poor uniformity of lighting on the project site.
2. The photometric model stops at the edge of pavement instead of where the lighting level reaches 0.0FC. The site lighting as proposed will result in spillage of light onto adjacent properties and into the Genesee Street right-of-way. We recommend the photometric model be revised to show the complete extent of where light will be cast.
3. The proposed light fixtures are “5000K” which will cast a white/blue light which may not be desirable in this part of the Village.
4. The proposed light fixtures have a “slipfitter mount”. Light fixture orientation has not been provided. Additionally, these fixtures do not appear to have cut-off shields.
5. The proposed building elevations indicate that wall-pack lighting will be provided on the building. These lighting fixtures should be taken into account in the proposed photometric model. “
The review was done to bring to the attention of the Board the information presented for lighting by Burger King. Karl Anderson asked what the Village requirements were for lighting. There is not a lot of information in the Village Code in regard to lighting. The question was asked about the State and light spillage into the road. This plan has not been submitted to the State DOT. Mr. White commented that there is not a written standard through the NYSDOT. Mr. Bartlett stated if changing the light fixtures and not relocating the poles was going to present a major problem with light spillage, then he would leave the lighting as is. His only thought was to make the lighting at the site more efficient and be of lower intensity than what is currently in place. The Board discussed the blue/white light and the shielding and spillage. Mr. White stated that he has no objection to the blue white light being proposed. Upon the motion made by Andy Jones, seconded by Joyce Newkirk, the Planning Board approves the lighting plan for the Burger King site based on the plan submitted by Topaz Group dated 10/30/17. All members present voting in favor.
The Board members reviewed the minutes of October 2, 2017. Upon the motion made by Scott Pellman, seconded by Joyce Newkirk, minutes of October 2, 2017 approved as written. All members present voting in favor.
The Board members reviewed the minutes of October 23, 2017. Upon the motion made by Andy Jones, seconded by Scott Pellman, minutes of October 23, 2017 approved as written. All members present voting in favor.
With no further business, meeting adjourned at 7:50 p.m. upon the motion made Andy Jones, seconded by Scott Pellman. All members present voting in favor.
