Special Planning Board Meeting

January 4, 2017

Lake Street School

Scott Mahardy from the Chittenango School District appeared before the Board this evening to discuss preliminarily the plans the District has for the Lake Street School and property.  The School is currently closed, except for the gymnasium, which Mr. Mahardy stated gets used seven days a week for the most part, by the School, SCC, Parks & Rec, or another group. He also advised that the building is on the market through Wakefield Cushman Realtors.  The plan is to change the boundaries of the parcel that the Lake Street School is located on to remove the area that the tennis courts are on and the chute from the High School to Lake Street and at some point add those pieces to the High School Parcel.  The Attorney for the Village contacted Chairman Salmon and advised that this could be reviewed as a boundary adjustment and not a subdivision.   When the Building does sell, the buyer would have to go through site plan review and perhaps special use permit application as well.  The group discussed the retention of the gym by the School District and the impact that could have on the review process.  Mr. Mahardy stated that the School District would work out a lease agreement with the Buyer so that issue would be clearer at the time of site plan review.  Mr. Mahardy stated that whatever the process is for this request, the School is on board.  The Board stated there would be a public hearing for the boundary adjustment and the information would be sent to Madison County Planning.  Mr. Mahardy stated he would forward his request by this Friday afternoon to get the referral to the County started.  The Board will discuss setting a hearing date, probably in March.  Mr. Mahardy asked if the hearing could be scheduled on a Wednesday as he is not available on a Monday or Tuesday evening.  The Board will check the calendar and advise.


Trees – Steep Slope

Chairman Salmon advised he had received a call from David Miller about the Village posting his land with a stop work order.  Chairman Salmon explained the reason why was because Mr. Miller had not appeared at the hearing that was scheduled to discuss the permit for cutting trees on a steep slope for land Mr. Miller owns on Lake Street.  Mr. Miller stated his intention was not to get a permit, but to only cut five trees down for 2016 on the slope and then in 2017 cut five more trees and then sell the land.  He stated he had someone interested in purchasing the property.  Chairman Salmon stated that he had given him permission to cut the five trees for 2016 and five for 2017. 

With no further business, meeting adjourned at 7:50 p.m. upon the motion made by Andy Jones, seconded by Bob Lake.  All members present voting in favor.
