Planning Board Meeting
September 12, 2016
Present Bob Salmon, Joyce Newkirk, Scott Pellman, Andy Jones, Bob Lake, Doug Brown, Mayor Keville, Jane, Gary McDermott, Terry Shaler, Michael Quirk, Jill Doss
Discussion was held on solar energy. The Board briefly talked about possible legislation that the Town is currently working on.
Chairman Salmon called the Board meeting to order at 7:07 p.m.
Bush – 275 Genesee Street
Chairman Salmon reported that the Code Officer had contacted him recently in regard to the work he is doing at 275 Genesee Street. He is planning to replace a floor joist for the second floor. He wanted the Village to be aware of this replacement.
Just Dance Studio – 211 Genesee Street
Michael Quirk appeared before the Board this evening to discuss the signage he is planning to put on the windows of the dance studio and also replacing a panel in the existing roof sign. The Board discussed the Code and the requirement that window signage cannot exceed 20% of the window space. Mr. Quirk is planning to place signage in two of the four windows at the space he occupies at 211 Genesee Street. The windows are each 40 ½ x 69 ¼”. The signage he is proposing for the windows is white vinyl letter cutout and dancing figure with most of the window being clear. The second window will be letters advertising upcoming registrations etc. These letters will also be white with the space around them being clear –so it won’t be a solid sign –there will be visibility into the dance studio area. All the vinyl will be white. The sign on the roof would be a replacement panel which would be white with black letters and would be inserted into the existing box that is on the roof. The sign would be back lit and on a timer. The Board stated that window signs can only cover 20% of the window area. They asked Mr. Quirk what percentage of the windows would be covered with the signage. Mr. Quirk contacted the sign company and they told him the dancer sign would be 415.8. Andy Jones stated that would be below the 20% coverage requirement. The Board reviewed the information about the signs as they relate to the Comprehensive Plan and all seemed to be in order. The Board discussed the information presented this evening. Upon the motion made by Scott Pellman, seconded by Bob Lake, the Board approves the signage for Just Dance Studio for windows and roof sign as presented by Mr. Quirk. The Board advised Mr. Quirk that he will need to go to the Codes Office for the permit for the signage. All members present voting in favor.
Steep Slope Legislation
Mayor Keville reported that the Village Board has scheduled a public hearing for their September 27, 2016 meeting on Steep Slopes and the cutting of trees. The legislation will involve the Planning Board. The Clerk will send the draft legislation to the Planning Board members for their review and comments.
Mayor Keville spoke to the Board in regard to the Sun Chevrolet request for change of zone for property at 113 W Genesee Street. He also reported that he has been in touch with residents in the area and Sun Chevrolet as well to determine the concerns and issues. He also spoke about the parking lot next door to the repair shop of Sun and the conditions that were imposed when the Village approved the lot for parking for Sun. One of the conditions was installation or continuation of the fencing to maximum height of 8ft. That never happened. The Mayor said he has been in touch with Sun about this and they are working on it. He is also having the Code Officer check on the how close to the sidewalk the fence can come (if there are any State DOT issues or Code concerns). The Mayor continued that he has spoken with Sun about the lighting concerns as well. He advised that the Village Board will be discussing the request for change of zone at their September 27 Board meeting. Mr. McDermott questioned the early deliveries and the noise related to that concern. Doug Brown discussed the lighting, fencing issues. A long discussion took place with both gentlemen. The Board also spoke about the planting design plan that the Planning Board, Madison County Planning and Sun Chevrolet had worked on last year.
The Board members reviewed the minutes of August 8, 2016. Upon the motion made by Bob Lake, seconded by Joyce Newkirk, minutes of August 8, 2016 approved as written. All members present voting in favor.
The Board members reviewed the minutes of August 22, 2016. Upon the motion made by Scott Pellman, seconded by Andy Jones, minutes of August 22, 2016 approved as written. All members present voting in favor.
With no further business, meeting adjourned at 9:02 p.m. upon the motion made by Andy Jones, seconded by Bob Lake. All members present voting in favor.
