Present: Bob Salmon, Andy Jones, Joyce Newkirk, Scott Pellman, Bob Lake, Karl Anderson, Counsel Bell, Jeff Geer, Andy Busa, Jill Doss

Chairman Salmon called the public hearing to order at 6:30 p.m. for Andrew Busa subdivision request of property on Jay Street/Tuscarora Road with tax map #41.72-1-29. Andy Busa briefly explained that he would like to subdivide property he owns consisting 4.69 acres into two lots. One lot would face Jay Street and contain .387 acres and the remaining 4.082 would be the second lot with frontage on Alice Drive and Tuscarora Road. The Secretary advised that the mapping and information was forwarded to Madison County Planning Board on January 30, 2019, when the mapping was received from Mr. Busa. The Secretary was advised by the County that the two-lot subdivision would have a courtesy review. Counsel Bell explained that County Planning has 30-days to review information sent to them under General Municipal Law (GML) 239 and return their comments or recommendations of such information sent to them. With no other questions or comments from the Board or the audience, the public hearing was closed at 6:40 p.m.

Chairman Salmon called the regular Board meeting to order at 6:41 p.m.

Busa Subdivision request

The Board reviewed the SEQR form submitted for the subdivision application by Mr. Busa. Upon the motion made by Andy Jones, seconded by Scott Pellman, the Board determines themselves to be Lead Agency for purposes of this application and also determine this to be an Unlisted Action for purposes of SEQR with a negative declaration. All members present voting in favor.

The Board discussed the application and the fact that there has not been a recommendation received back from Madison County Planning as the information was only sent to the January 30, 2019. Counsel suggested that because there is the 30-day timeframe for them to respond, the Board and applicant should consider how to proceed with any decision from the Board. The Board discussed the information. Upon the motion made Andy Jones, seconded by Joyce Newkirk, the Board approves the subdivision submitted by Andrew Busa subject to the matter being properly sent to Madison County Planning GML 239 on January 30, 2019. Any review that is being conducted by the County as they advised the PB Secretary will be a “courtesy review”, it is recommended that the Board would proceed with the approval for the two-lot subdivision depicted on the drawing described as Busa-Jay Street Subdivision, dated and prepared on October 22, 2018 by SeGuin Land Surveying, P.L.L.C. for tax map parcel 41.72-1-29. And conditioned on receipt of a positive recommendation by Madison County Planning Board. All members present voting in favor.

The Board members reviewed an upcoming training event at Morrisville College coordinated by Madison County Planning with NYCOM representative speaking.

Minutes

The Board members reviewed the minutes of January 7, 2019. Upon the motion made by Scott Pellman, seconded by Andy Jones minutes of January 7, 2019 approved as written. All members present voting in favor.

With no further business, meeting adjourned at 7:11 p.m. upon the motion made by Andy Jones, seconded by Joyce Newkirk. All members present voting in favor.
