Chairman Salmon called the Board meeting to order at 7:00 p.m.

H&R Block –Portable Free-standing sign 248 Genesee Street

Tina Leonard appeared before the Board this evening to discuss placement of a portable free-standing sign in front of her business at 248 Genesee Street. The sign measure 26” x 51” (38” is the actual sign portion height). The sign is mounted on wheels and she puts it out during office hours; Monday to Friday 9 a.m.-9 p.m., Saturday 9 a.m. – 5 p.m., and Sunday 12 noon – 4p.m. and then wheels it back inside her office in the evening. The sign is green, black and white. Ms. Leonard indicated that the property owner has signed off on the sign and is aware of the request for this sign. The sign would not be up after April 16. The Board discussed whether this would be considered a temporary sign or portable free standing sign. The Board determined that this would not fit under the temporary sign because of the 30-day time frame the sign would be allowed to be in place. The Board spoke of the placement of the sign on the sidewalk. It needs to be placed so that it does not interfere with pedestrians or cause an issue with vehicle visibility. Ms. Leonard said she understood. The Board spoke about the height of the sign; under the Village Code four (4) foot in height from the ground is what is allowed. Ms. Leonard stated she could remove the base to bring it to the four foot requirement. Counsel Bell instructed the Code Officer that a short form EAF should be completed for the sign application for the H&R Block sign. Upon the motion made by Andy Jones, seconded by Joyce Newkirk, the Board recommends approval of the sign application for H&R Block sign for 248 Genesee Street for a portable free standing sign based on review with the Comprehensive Plan and the Village Code with the following conditions; the sign base will be removed to make the sign height four feet to comply with the Code, the sign will be placed in such a manner so it will not interfere with pedestrian traffic or vehicle visibility, the sign can be put outside Monday-Friday 9a.m. -9 p.m., Saturday 9 a.m.- 5 p.m. and Sunday 12 noon-4 p.m., the sign will be brought inside the office each night, the sign will not be brought out after April 16 (the ending of the tax preparation season). All members present voting in favor. Ms. Leonard was advised that she will need to complete the sign permit process with the Code Officer Jeff Geer.

Minutes

The Board members reviewed the minutes of January 3, 2018. Upon the motion made by Scott Pellman, seconded by Joyce Newkirk, the Board approved the minutes of January 3, 2018. All members present voting in favor.

The Secretary reminded the Board of the training opportunity through Onondaga Planning Federation on March 1, 2018. If anyone is interested in attending, please advise the Secretary.

O’Reilly Auto Parts

Code Officer Geer reported that he has been in the process of reviewing building plans supplied by O’Reilly Auto Parts. He noted that the plans provided appeared to be a generic set of plans and not specific to this particular facility. He has been in touch with O’Reilly representatives and today received new plans to review (which he hasn’t reviewed yet).

With no further business, meeting adjourned at 7:35 p.m. upon the motion made by Andy Jones, seconded by Scott Pellman. All members present voting in favor.
